Challenges Remain for Relief Supplies in Northern Gaza Despite Ceasefire

Although the access route at the Egyptian border starts functioning this week, humanitarian organizations encounter substantial challenges delivering aid to northern Gaza, the territory most severely affected by starvation, specialists report.

Access Issues

Key roads are almost impassable due to massive destruction across the devastated territory – or remain controlled by Israeli forces. Any truck that malfunctions is probably will be immediately stripped.

The primary crossing, the primary access route to the northern territories, destroyed during 24 months of conflict, has been closed for multiple weeks, and government representatives have informed NGOs in Gaza that there are no short-term arrangements to reopen the entry location, according to relief personnel.

Destruction in Northern Territories

The northern urban center was the objective of a major Israeli offensive begun in August that was continuing when the peace agreement was signed a week ago.

Devastation in the northern region has been extensive, with complete communities including local municipalities and Beit Hanoun in devastated as well as many of the outlying areas of Gaza City.

"Any operation of a access route into Gaza is welcome, but we need to guarantee we can access populations where they are," stated an experienced official from a relief agency.

Humanitarian Conditions

Observers said many of the estimated 300,000 people who have returned to the northern area from the overcrowded coastal zone where they had been living during the Israeli offensive were now "living" among the ruins of their homes, often without any protection and with scarce nutrition or hydration.

A spokesperson from a humanitarian body said the damage in northern Gaza was "overwhelming".

"There is neighborhood after neighborhood, structure after structure ... there is massive desperation for drinking water. It's pretty harrowing. We need every border point functioning," the spokesperson, who was in the urban center recently, added.

Limited Distribution

A local director located in the urban center said the requirements in what used to be the territory's active economic and community focal point were "overwhelming".

"There is hope and faith but there needs to be rapid progress on the crossings. We didn't witness major improvement on the situation yet," the official commented.

"There remains a small quantity of assistance [and] we are now commencing to grasp the degree of damage. So many streets are completely covered in debris ... there is almost no home that is secure. There is damage and live explosives across the region."

Current Progress

On Saturday, aid agencies said limited amounts of necessary propane entered Gaza for the first time in many weeks, along with shipments of flour, cereal and fresh vegetables. The new supplies sent market costs falling.

Within a central community, a community member said there had been noticeable change since the peace agreement.

"The markets are full of food, vegetables, and fruits, although the prices are still high and not accessible for all people," the individual stated.

Winter Needs

"Our most important needs now, specifically due to the approach of the cold season, are to have a temporary housing to keep us safe from the cold and cold-weather clothing because the stores do not have enough clothes for us or, if they can be found, they are very few and prohibitively costly."

Multiple organization-assisted bakeries in various locations have resumed functioning since the truce.

Assistance Delivery

Transport were announced to have entered the Kerem Shalom crossing through Israeli territory to Gaza during the week, though precise counts were uncertain.

The country's news organization announced that the day's humanitarian shipments would include nutritional supplies, healthcare equipment, fuel, fuel for cooking and tools to repair essential services.

"Relief supplies continues to enter the Gaza Strip through the Kerem Shalom crossing and additional routes after safety verification," an government spokesperson said.

Distribution Challenges

But tracking the number of trucks could be deceptive, warned an expert from a relief agency. "We need to know the contents of the trucks and their loading status for it to be a really meaningful indicator," the representative added.

Business entities are dispatching fleets of transports carrying chocolate, carbonated beverages and treats, which have little nutritional value, while critical care for children or people who have gone without adequate food for two years are scarce.

Medical Situation

In Gaza City, only seven healthcare facilities are functioning, compared with many in summer.

Various groups have substantial resources in assistance materials stockpiled around Gaza awaiting entry. A humanitarian body working with Palestinians across the area for many years has three months' worth of nutrition for everyone in Gaza in place to be transported.

"We have the resources, the equipment and the expertise ... we simply must have the access," said a humanitarian staff member, recently returned from Gaza.

Political Factors

An international initiative specifies that "complete" support should reach Gaza and be distributed through humanitarian bodies and relief organizations, without interference from both armed factions or government forces.

This likely prohibits the debated authority-approved humanitarian organization which commenced activities in spring, causing uncontrolled circumstances and numerous casualties as crowds of aid-seekers gathered around its assistance centers.
